Experience

  • Represents clients in matters involving the federal and Florida environmental statutes, rules, and regulations as well as implementing guidance.
  • Represents clients before the Florida Department of Environmental Protection, regional water management districts, the U.S. Environmental Protection Agency, and the U.S. Army Corp of Engineers on environmental related issues.
  • Assists with the siting of energy facilities, including traditional fossil fuels, solar, biomass, and biofuel.
  • Provides counsel on air permitting projects under the New Source Review (Prevention of Significant Deterioration (PSD)) program and the Title V air operation permit program for new and modified sources.
  • Experience with information requests by the U.S. Environmental Protection Agency under Section 114 of the federal Clean Air Act and with the national New Source Review reform initiative.
  • Actively participated in development of the Title V air operation permit program in Florida, including the implementing legislation and rulemaking.
  • Counsels clients on climate change and greenhouse gas regulations and related issues, including regulation under the Clean Air Act.
  • Significant experience with the electric utility industry; assisted on air quality-related issues and associated PSD permitting issues for several large projects licensed under the Florida Electrical Power Plant Siting Act.
  • Represents clients from phosphate, chemical, fragrance, pharmaceutical and boat manufacturers as well as other industry sectors.
  • Represents clients in administrative litigation before the Florida Division of Administrative Hearings.
  • Involved with wetland permitting issues and mitigation banks at state, regional, and federal levels.
  • Speaker at numerous environmental conferences throughout Florida on a wide variety of energy facilities siting, air-related topics, and wetland permitting issues.
