Experience
- As General Counsel and Deputy Chief of Staff to former Governor Lawton Chiles, advised the Governor on a wide spectrum of legal and policy matters including, but not limited to, the exercise of executive constitutional duties, legal interests of the Governor, executive branch agencies, and development of state policy.
- Represented the Governor's office before the Florida Legislature, including a significant drafting and advocacy role in passage of the 1996 rewrite of the Florida Administrative Procedure Act.
- As General Counsel of the Florida Department of Community Affairs, represented state land planning, growth management, and emergency management agency in judicial and administrative proceedings, and before the Florida Legislature. Primary author and significant advocacy role in 1995 passage of Bert J. Harris, Jr., Private Property Rights Protection Act.
- During tenure as Staff Director of the Governmental Operations Committee of the Florida Senate, formulated legislative policy recommendations and legislative oversight pertaining to state governmental operations and organization, the Florida Administrative Procedure Act, and Public Meetings and Records Laws.
- While General Counsel for Florida Game and Fresh Water Fish Commission was responsible for and directed all legal aspects of constitutionally-established agency, including litigation, legislation, and rulemaking relating to endangered and threatened species, and state-federal sovereignty issues including representation before the Florida Legislature on behalf of the Commission on such issues.
