Experience

  • Represents clients before state, local and regional governmental agencies and bodies, including the Governor and Cabinet, on a range of issues related to the licensing and operation of new electrical power generation and other large-scale facilities requiring environmental approvals and permits.
  • Experience in a range of environmental, land use, and administrative matters at all levels of state, regional, and local governments.
  • Represented several electric utilities and power generation companies in the licensing of new electrical power plants under the Florida Electrical Power Plant Siting Act, including issuance of related federally-required permits for air emissions and water discharges. This representation has addressed a range of environmental regulatory matters as part of this "one stop" permitting process.
  • Experience in Florida Public Service Commission reviews of proposed new electrical generation facilities as part of need determination proceeding.
  • Law clerk to Judge Edward T. Barfield, Florida First District Court of Appeal, Tallahassee, Florida, 1986 to 1988.
