Experience

  • Represents electric utilities in cost recovery and other regulatory proceedings before the Florida Public Service Commission.
  • Recently represented an electric utility in obtaining determination from the Florida Public Service Commission on the need for a new power plant.
  • Served as lead counsel for a natural gas utility in a successful full revenue requirements ratemaking case before the Florida Public Service Commission.
  • Represents corporate clients before governmental agencies in a variety of regulatory contexts, including public utilities regulation, environmental law, state and local taxation, and public contracting.
  • Regularly interacts with corporate staff on regulatory matters related to environmental compliance and other issues.
  • Experience in all facets of administrative litigation including power plant siting and other evidentiary hearings, rule challenges, tax protests, and bid protests.
  • Experience in civil litigation and judicial appeals.
  • Represents utility clients in matters involving the U.S. Environmental Protection Agency's New Source Review enforcement initiative.
