Green Light for Sector Plans
The September/October issue of the Florida Bar Journal includes an article by HGS’s David Powell about Florida’s new sector planning law for large landholdings. David and HGS’s Gary Hunter worked extensively on the legislation for a client starting in 2010 and resulting in enactment of the new law by the Legislature in 2011. The new law creates a streamlined process for a land use regulation of landholdings of 15,000 acres or more to enable landowners and local governments to put in place a long-term master plan for urban development, resource protection and agricultural use. Major benefits for landowners include a DRI exemption for eventual development under the approved master plan and new requirements for long-term regional water supply plans and long-term transportation plans to be consistent with an approved long-term master plan.
